Clif Payne ATLANTA, GA – (July 17, 2023) – Pond today announced that Clif Payne has joined the firm’s Environmental and Water Resources Group as a Senior Scientist and Environmental Lead in Florida. In this role, Payne will support Pond’s environmental services for clients throughout the firm’s business lines.

As a senior scientist, Payne has spent over 35 years operating in the federal environmental resource and regulatory sector. His extensive experience in permitting covers a multitude of sectors including activities for infrastructure, Department of Defense facilities, maritime, marine resources, and wetland and species conservation projects and clients. Payne is also an experienced compliance expert and has conducted and led environmental resource management processes, biological resource studies, geological assessments, resource delineation, and mitigation plans.

Pond Associate Vice President for Environmental and Water Resources Glenn Martin, PWS, CE, said Payne’s strong background in environmental permitting and compliance provides clients with expertise across a range of markets and services and both compliments and strengthens Pond’s existing environmental offerings in Florida.

 Prior to joining Pond, Payne worked in the private sector where he managed a variety of environmental compliance processes for water resources, resiliency/climate change, utility solar projects, and permitting. He served in the U.S. Army Corps of Engineers for over 35 years, operating as Project Manager, Senior Project Manager, Team Leader, Section Chief, and Branch Chief for regulatory programs across North Florida. Most recently, Payne assisted in guiding the process and procedures for an $11M Operations and Maintenance (O&M) budget for civil works projects within the Comprehensive Everglades Restoration Plan (CERP) and the South Florida Ecosystem Restoration (SFER) Program.

Payne earned a Master of Public Administration in Coastal Studies and a Master of Ecology and Evolutionary Biology in Coastal Studies from University of West Florida, a Master of Science in Geology from the University of New Mexico, and a Bachelor of Science in Geology from the University of South Alabama.
