University of Oklahoma Westheimer Airport (OUN) FAA-Approved Siting Study & Design Services
Pond played a key role in modernizing air traffic operations at Max Westheimer Airport (OUN), leading the siting study and full design of a new Air Traffic Control Tower (ATCT) as a subconsultant to the airport’s on-call engineer. Backed by the University of Oklahoma, this initiative aimed to strengthen aviation infrastructure in support of growing training and operational needs.

Central to the siting phase was Pond’s use of UrbanViz, a proprietary 3D visualization and virtual reality platform certified by the FAA’s Vista Team. This certification authorized Pond’s VR Team to support siting evaluations in accordance with FAA requirements, which mandate virtual simulation to determine tower height and location. UrbanViz produced a fully immersive recreation of the airport environment—runways, taxiways, terrain, and nearby obstructions—alongside a digital model of the proposed tower, allowing stakeholders to experience simulated, real-time working conditions. This tool informed rigorous line-of-sight evaluations, airspace conflict assessments, and long-term development planning across three candidate sites. The resulting siting report guided stakeholder alignment and, ultimately, FAA site approval.

Pond also delivered a full 100% design and bid package that integrated architectural, structural, MEP, fire protection, and airfield lighting systems. Throughout the process, Pond worked closely with the prime consultant, FAA, airport leadership, and on-site air traffic controllers to tailor solutions to the airport’s specific needs.
Design milestones were strategically aligned with FAA grant cycles to support timely funding and procurement. Construction administration services are now underway, with Pond providing continued oversight through final tower commissioning, including coordination of FAA equipment installation.  More than a compliance-driven project, this ATCT reflects a broader commitment to proactive airfield safety—responding to the complexities of modern aviation with forward-thinking, immersive siting tools. Pond helped create a facility that not only meets regulatory benchmarks but also demonstrates how Pond can streamline the development of air traffic infrastructure in step with institutional growth and industry best practices.
