HFFC Fuel Farm Facility - Lihue, Hawaii

Pond provided design and construction administration services for the Lihue Airport Tank Farm Facility on the Island of Kauai in Hawaii. This facility will provide much needed on-airport storage for the increasing jet fuel demand at the Lihue Airport. This project includes construction of three new field erected tanks with 300,000 gallons of usable storage on a greenfield site adjacent to existing aprons and taxiway. The project included fitting a new tank farm on limited size existing airport parcels that include parking and truck access from the existing airport ramp. The offloading part of the facility was left outside the airfield operations area (AOA) to allow for tanker trucks to be able to off-load fuel without having to access the airport. During the permitting phase, Pond assisted with change of zoning, fire department permitting, and the building permitting process. The project scope included:

  • Three 100,000 gallon aboveground storage tanks
  • Semi-fixed tank fire protection system with foam storage
  • New containment area with liner for tanks
  • Two-lane offload truck rack with canopy
  • Two 450 GPM offload skids with air elimination and metering
  • Two lane truck loading rack with canopy
  • Central pump/filtration pad with canopy and 900 GPM total truck loading capacity
  • Re-fueler truck parking area with eight spaces
  • New Motor control center with generator
  • Electrical control and site lighting
  • Full site development with grading, drainage, and remote containment basin for both truck racks

Pond worked closely with the Owner Representative and Hawaii Fueling Facilities Corporation (HFFC) throughout each phase of the project, including development of a site concept by Pond, implementation of that concept into construction documents, and construction administration. During construction, HFFC requested Pond provide a design for an operations building to be added to the current tank farm that is under construction. Pond worked with the Owner’s Representative to provide engineering for an approximately 1,000 square foot building to be constructed after the tank farm had been commissioned. Pond worked with the contractor to install conduit and other utilities in select locations to diminish the impact of the new building on the newly constructed pavement and other structures of the new facility. Pond’s design will allow for a contractor to build the new building without disturbing the operations of the newly commissioned tank farm.
