First Army Headquarters Renovation - Rock Island Arsenal, IL

Under a JV contract with the Louisville District, the Pond team provided full A/E services for complete (100%) construction documents for the rehabilitation of administrative and office space in Building 68, a historic three-story property built in 1881. The space was renovated to meet the mission requirements for First Army Headquarters. Modifications included HVAC; replacing communications; building security systems; replacing windows, streets and parking lots; and rehabilitating the building’s interior, which encompassed space planning, interior design, and lighting. An uninterruptible power supply and emergency generator was included to support the First Army Operations Center and the Command Center.

As an add-on to A/E design services, the team provided Title II services, to include all aspects of Design During Construction (DDC), and Supervisory and Administrative services (S&A). DDC includes value-engineering change proposal review, change order preparation, and furniture selection after competitive bid by USACE Huntsville. S&A services include full-time, on-site support; construction-phase services (shop-drawing review); responding to RFIs; LEED® Validation oversight; and coordination of contracts handled by other Corps Divisions, such as the Furniture Contract and contracts issued to install communications and VTC systems.

Project elements include: space planning, comprehensive interior design (CID); seismic design for existing construction; energy conservation; plans and specifications, a bid schedule, a submittal register, quantity and MCACES (MII) cost estimates; a phased construction schedule; design analysis and calculations; a design documentation report; civil site engineering including site visits and investigations; utility investigations; AT/FP; sustainable design to achieve LEED® Silver Certification; and communications engineering.
