DFSP Fuel System Upgrades - Grand Forks, ND

Pond performed design-build on this fast-track project in Grand Forks, ND with a condensed schedule due to weather constraints. The first phase involved a thorough site investigation and then the completion of design.

Repairs were implemented on leaking floor, faulty repairs completed in the past, inoperable leak detection system and non-conforming interior coating. The new work included tank cleaning and vapor freeing, full API 653 inspection, demolition of existing tank bottom, disposal of contaminated soil and groundwater, repair of approximately 600 square feet of non-conforming tank wall, installation of concrete base and new steel floor, repair of tank nozzles, installation of new cathodic protection system and leak detection system (tell-tale piping) and application of interior and exterior coating systems.

Other work at the site included the repair of an existing Aqueous Film Forming Foam (AFFF), fire protection system for the fuel distribution and storage system. The repair of this system included bladder replacement in two existing AFFF concrete storage tanks, replacement of 3,000 linear feet of AFFF distribution piping, new foam nozzles at four JP-8 ASTs, installation of oscillating foam cannons at bulk loading and unloading racks, installation of improved control system and system start-up procedures.

Work at the pumphouse included piping rework and installation of a sub base and concrete floor with link seals at all fuel piping floor penetrations. This work included removal and disposal of contaminated soil.

The project also included a small concrete expansion, installation of containment piping on two existing underground 8” JP-8 pipes approximately 300’ long and installation of high point vents and low point drains with pits.
