Air Traffic Control - Dobbins Air Reserve Base, GA and Grissom Air Reserve Base, IN

New Air Traffic Control Tower (ATCT) projects present a unique challenge due to the high level of coordination needed to switch over from the old control tower to the new one. The existing tower needs to remain in operation without interruption, with switch-over of control to the new tower, and then decommissioning and demolition of the old tower. Careful coordination also is required with the Federal Aviation Administration (FAA), United States Air Force Reserve Command (AFRC), and Ground Control Approach for the transfer.

The Dobbins Air Reserve Base (ARB) ATCT project included demolishing the existing tower, constructing the new control tower building (approximately nine stories) and a new light beacon tower. Under this task order, the Pond team prepared a Design-Build RFP document providing a 35% level concept design, describing the scope and technical requirements to construct the new ATCT.

The new ATCT project at Grissom ARB will nearly quadruple the space of the existing tower. Under this task order, the Pond team conducted a design charrette and prepared a charrette report. The design team then prepared a Design-Build RFP document, consisting of approximately 35% level design drawings, along with technical requirements for a prospective D-B contractor to construct the new ATCT.

Design elements for both projects include: architectural, civil, site, landscaping and utilities design; structural design; electrical, mechanical, plumbing, HVAC and sustainable design to achieve LEED® Silver Certification.
